This Involves:
- Design and documentation for construction and maintenance of rural infrastructure using labour based methods .
In the past, labour-based works have for the most part been implemented under force account arrangements. In order to involve the private sector in this field, contracting procedures and the documentation appropriate for the works had to be formulated.
One area where we have gained useful knowledge and experience is on the preparation of the appropriate documentation, specifically:
- Drafting appropriate specifications;
- Preparing technical manuals specifying the standards for feeder roads construction and maintenance;
- Drafting special clauses for the appropriate conditions of contract;
- Incorporation of environmental considerations into all stages.

Development of training programmes for Engineers, Technicians and Contractors in Labour-based methods of construction and maintenance of rural infrastructure. A training programme obviously depends on the particular needs of the various groups.
A typical programme may comprise the following stages: -
- Classroom training where participants are introduced to labour-based technology and associated survey and design procedures;
- Field training where participants put into practice the skills they have learnt;
- Trial contracts are awarded where participants provide the services required in connection with survey, design and contract supervision under the guidance and monitoring of our staff.
- Assessment of the training needs for candidates.
- Institutional Development and Training
During the years our staff have provided technical assistance services to government departments and international organisations. Among these are support for the purpose of strengthening operational, management and technical capabilities of the respective institutions. Clients include the following: -
- Ministry of Roads, Kenya
- Ministry of Works, Transportation and Communications, Botswana
- Prime Minister’s office, Republic of Tanzania.
- Ministry of Local Government, Republic of Tanzania.
- Ministry of Local Government, Republic of Uganda.
